Open Enrollment is your once-a-year opportunity to review, update, or make changes to your benefit elections for the upcoming year. We encourage you to carefully review all available plan options and costs before finalizing your decisions for yourself and your family. This year, you’ll have multiple opportunities to ask questions and get the information you need. Virtual CSU Chancellor’s Office Benefits Fair

Can’t make it to campus? You can still connect virtually at the CSU Chancellor’s Office Virtual Benefits Fair. Explore 2026 plan changes, and video or text chat with the HRIE Total Wellness team and benefit vendors.

Registration is required. Please register in advance using your campus email address. You must also log in to Zoom with your campus email to participate. Once registered, you’ll receive a confirmation email with event details and your access link.

Q&A Sessions

If you are unable to attend the Virtual Benefits Fair or the Expo, HRIE is offering individual in-person informational sessions to assist you with your Open Enrollment questions. You will have the opportunity to learn about the changes for 2026 and get your questions answered.

BENEFIT

CHA​NGES FOR 2026

Basic Health Plans
(Anthem Blue Cross Traditional, Anthem Blue Cross Select, Health Net Salud y Mas, PERS Gold, PERS Platinum, Sharp Health Plan, UnitedHealthcare SignatureValue Alliance, UnitedHealthcare SignatureValue Harmony)

Pharmacy Benefits Manager Change

Effective January 1, 2026, CVS Caremark (CVS) will replace Optum Rx as the new pharmacy benefits manager.

Employees enrolled in affected plans will receive a welcome kit with ID cards, instructions for Caremark.com, and details on the CVS Health app prior to January 1, 2026.

Note: Health plans not listed are not affected by this change.

PERS Gold – Value-Based Insurance Design (VBID)

Members will continue to earn in-patient deductible credits of up to $500 for completing an expanded set of preventive care activities, including:

  • Cancer screenings
  • Vaccinations
  • Depression screenings
  • Participation in a Diabetes Prevention Program (if eligible)

Legal Insurance (ARAG)

The plan has been enhanced with new services to support legal and caregiving needs for parents and grandparents.

Rate Change: Premiums will increase to $17.70 per month (payroll deduction).

Health Care Reimbursement Account (HCRA) and Dependent Care Reimbursement Account (DCRA)

For plan year 2026, the IRS annual maximums have increased to:

  • HCRA: $3,300
  • DCRA: $7,500

FLEXIBLE SPENDING ACCOUNTS

 

Health Care and Dependent Care Reimbursement Accounts

All employees must re-enroll via the campus portal during Open Enrollment to participate in the Flexible Spending Accounts.

  • The minimum monthly deduction for each plan is $20.00.
  • Dependent Care Reimbursement Account (DCRA) maximum monthly deduction is $625.00 ($7,500.00 annually)

  • Health Care Reimbursement Account (HCRA) maximum monthly deduction is $275.00 ($3,300.00 annually).

     


 

VOLUNTARY PLANS

Participation and/or cancellation in the voluntary plans must be processed with each provider. For a full description of the plans, please visit csyou.calstate.edu.
