It is the philosophy of Cal State Fullerton and the California State University System, in conformance with the California Education Code, Title 5, and Collective Bargaining Agreements, to follow a program of performance management that incorporates planning, measurement, feedback and continuous development. 2020/2021 Timeline for Performance Evaluations

 

Evaluation Periods

  • Management Personnel Plan (MPP) and Confidential employees’ evaluation period: May 16, 2020 through May 15, 2021.

  • Staff employees’ evaluation period: July 1, 2020 through June 30, 2021.

 

MPP and Confidential Employees

Performance evaluation drafts should be finalized by June 2, 2021. Signed performance evaluations are due to Labor and Employee Relations in CP-770 by no later than June 23, 2021.

 

  • MPP and Confidential employees should receive at least five (5) days to review and provide feedback on their draft evaluation.

  • Once the time allotment noted above has passed, the supervisor will finalize the performance evaluation. The supervisor must then meet with the employee to discuss the performance evaluation, ratings, comments, goals for the next review period, and obtain the employee’s signature.

  • In the event the MPP employee wishes to rebut the performance evaluation, the employee may use the Reconsideration Procedure for Management Personnel Plan Employees. Please contact Liz Castello, Manager for Labor and Employee Relations, at extension 8396 for additional information.

  • Confidential Employees who wish to rebut the performance evaluation should be directed to contact Liz Castello.

 

Staff Employees

Performance evaluation drafts should be finalized by July 30, 2021. Electronically signed performance evaluations and rebuttals are due to Labor and Employee Relations by no later than August 13, 2021.

  • Supervisors must provide employees with time to review their draft evaluation and provide input based on timelines in their respective collective bargaining agreement as outlined below. These review timelines are built into the electronic performance evaluation workflow:

    • CSUEU: ten (10) work days to review the draft evaluation and provide input.

    • APC: fourteen  (14)  days  to  review  the  draft  performance  evaluation,  provide verbal feedback, and submit rebuttal (if any) prior to the finalization of the performance evaluation.

    • UAPD, Teamsters, and SUPA collective bargaining agreement are silent on timelines for the draft to be reviewed; however, it is recommended employees be given at least five (5) calendar days to review and provide feedback.

  • Once the time allotment noted above has passed, the supervisor will finalize the performance evaluation. The supervisor must then meet with the employee to discuss the performance evaluation, ratings, comments, goals for the next review period, and obtain the employee’s signature.

  • In the event a Staff employee wishes to rebut the performance evaluation, the employee may:

    • Submit rebuttal at the time the performance evaluation is finalized and signed; or

    • Submit rebuttal directly to Liz Castello.

  • Employees governed by SUPA collective bargaining agreement may submit a rebuttal up to thirty (30) days after the performance evaluation has been signed by the employee and placed in the personnel file.
