DAVID FORGUES, PH.D., SHRM-SCP
Human Resources, Diversity and Inclusion
Dr. David Forgues has served as Vice President for the division of Human Resources, Diversity, and Inclusion (HRDI) since January 2017. He also serves as a member of the President’s cabinet. During his time in HRDI, his primary focus has been on supporting the university strategic plan through the development and implementation of an HRDI strategic plan. Both plans focus on the recruitment, hiring and retention of the highest quality and most diverse faculty and staff possible. He believes that HRDI is a key campus partner, supporting all our employees and engaging with the campus community in the important work of all elements of HRDI. Since his arrival, he has built an outstanding leadership team for the division and has worked to strengthen the esprit de corps among the entire HRDI team. His work in this area was recognized with the CUPA Western Region HR Rockstar Award and he holds a SHRM-SCP certification. His record of leading high performing teams in an inclusive, welcoming environment is a testament to his breadth of experience and lifelong passion for higher education.
He joined Cal State Fullerton in 2012 as the chief of operations for Student Affairs, overseeing division-wide efforts in the areas of operations, advancement, assessment, staff development, divisional budget, and human resources matters. He has personified Cal State Fullerton’s University-wide theme – Titans Reach Higher – and emerged as a collaborative, thoughtful, and well-respected leader across all divisions and colleges.
In prior roles, Dr. Forgues served as the assistant dean in the Academic Success Center at the University of Nevada, Las Vegas where he built a comprehensive learning support area; oversaw a developmental academic advising unit for all undeclared majors; created an academic success-coaching program; and managed program budgets, including both state and local funds. He earned a Ph.D. in Higher Education and an Ed.M. in Student Affairs Administration from the University at Buffalo, and a B.A. in English from Mesa State College.

Chief of Operations
Office of the Vice President
Tara Garcia was appointed as the Chief of Operations for Human Resources, Diversity and Inclusion in October 2017. In her role Tara oversees the division budget and HR as well as special projects, strategic planning and data analytics. She has maintained a strong professional relationship with Cal State Fullerton, serving University Advancement as the Executive Director of University Advancement for Administration & Finance/Philanthropic Foundation CFO since 2013.
Her career on our campus has included Major Events from 1997-2002 as their Director of Finance; Coordinator of Business Services for Advancement Operations from 2002-2004; Director of Fiscal & Administrative Services for Advancement Operations from 2004-2008; and Executive Assistant to the Vice President and Division Human Resources Manager from 2008-2013. Not only has her professional endeavors proven her to be a loyal Titan, she is also an alumnus as she holds a Bachelor of Arts degree from California State University, Fullerton.

Associate Vice President
Human Resources Services
Phenicia McCullough is currently serving as Associate Vice President of Human Resources Services at California State University, Fullerton. She oversees Benefits and Retirement Services; Compensation Services; Employment Services/Talent Acquisition; Payroll; EAP; Total Wellness; and Worker’s Compensation/ADA; engaging with managers and directors to continually assess and understand business priorities; assist with planning and implementing programs, budgets, personnel, and policies; and identify and drive appropriate solutions.
With several years of human resources management experience in higher education, holding positions within the California State University system at the Office of the Chancellor and the Dominguez Hills campus. She joined Cal State Fullerton in 2001 in Human Resources and advanced to the position of Chief of Operations providing the development and maintenance of the division budget and human resources policies and practices that are consistent with CSU, State, and Federal requirements. Phenicia holds a bachelor’s degree in psychology and a master of science degree in human resources development from the University of Texas at Tyler.

Assistant Vice President
Diversity, Inclusion, and Equity Programs
Bobbie Porter joined the Titan family in January 2018 as the inaugural AVP of Diversity, Inclusion and Equity Programs. In this role, she works with the campus community to advance the institution’s commitment to all aspects of global diversity that are essential to academic excellence. Bobbie brings a wealth of knowledge and experience to our University. She comes to us from the Tennessee Board of Regents serving as Director of the Diversity and Equity Initiatives. She oversaw the system-wide equity and equal opportunity programs and the development and implementation of programming related to diversity, inclusion and cultural competence. Prior to joining the Tennessee Board of Regents, she served as the Assistant Director/Title IX Coordinator at Tennessee State University where she successfully established the first Safe Zone program on record at a Historically Black College or University.
Bobbie earned her master’s degree from Tennessee State University and she is currently pursuing her Ed.D. in Adult and Higher Education from the University of Memphis. Porter’s vision for Diversity, Inclusion and Equity at Cal State University, Fullerton will support and strengthen our goal of championing diversity and inclusion best practices across the University.

Risk Management and Compliance
John Beisner is currently serving as the Executive Director for Risk Management. He and those he works with are responsible for preserving the human, financial and physical assets of the University, maximizing the beneficial aspects of campus programs and activities, and minimizing the negative impacts of unpredictable events. John began working at Cal State Fullerton in 1992 and has held throughout his career several different leadership positions within HRDI as well as in the President’s Office, Student Affairs, and Administration & Finance. He earned a J.D. from Yale Law School and a B.A. in Business Administration from Cal State Fullerton.

Assistant Vice President
Labor and Employee Relations
Michelle Tapper has served as the Assistant Vice President of Labor and Employee Relations for the Division of Human Resources, Diversity and Inclusion since February 2017. Prior to this appointment, Tapper served as the Manager for Faculty Labor and Employee Relations and Compliance. Previous to that, she served as the Compliance Officer/Title IX Administrator. She is currently a member of the CSUF Clery Compliance Team, and a member of the CSUF Athletics Equity Committee Compliance. She joined CSUF in 2005 as part of the Athletics Department where she served as the Assistant Softball Coach and later as the Compliance Coordinator before being appointed in 2011 as the Assistant Director of Athletics overseeing institutional compliance with NCAA Division I regulations and serving as the sport administrator for the Softball and Women’s Tennis programs as well as the Deputy TIX Coordinator for Athletics. Michelle holds a B.A. from the University of the Pacific and an M.A. from Concordia University, Irvine.
