2017/2018 CBA Salary Program Update for All CSUF Employees

General Information on Increases Effective July 2017

The following are highlights of the upcoming salary increases agreed upon in the most recent Memoranda of Understanding between the unions and the CSU:

CFA (Unit 3)

The following is a summary of the highlights of the faculty salary program for fiscal year 2017/2018.

GENERAL SALARY INCREASE- Effective July 1, 2017:

a) All Unit 3 faculty (tenure-line, lecturers, counselors, librarians and coaches) on active pay status or on leave will receive a 3.5% GSI.

2) GENERAL INFORMATION THAT APPLIES TO GSI IMPLEMENTATION:

a) The base pay increase will be incorporated into the July 2017 pay warrant to be issued on August 1, 2017.

b) Faculty who held Unit 3 appointments in AY 2016/2017 but who are not active or on leave on the date of the GSI are eligible for the GSI at the time of reappointment, if reappointed into the same class and range at the same campus in AY 2017/2018. These increases will be manually keyed by the campuses.

c) Faculty appointed after July 1, 2017 must be hired at a salary no lower than the new range/rank CSU salary minimum.

d) The summer 2017 GSI will not impact salary rates for appointments in the summer self-support classifications 2357 or 2457.

e) A small number of payments may require additional time for manual processing

3) SERVICE SALARY INCREASE- Effective: On Anniversary Date

a) Eligible Unit 3 faculty (tenure-line, lecturers, counselors, librarians and coaches) on active pay status or on leave will receive up to a 2.65% SSI, or amount necessary to bring the employee to the SSI maximum.

b) GENERAL INFORMATION THAT APPLIES TO SSI IMPLEMENTATION:

i) The SSI will be effective on the first day of the pay period of the employee’s anniversary date, which is generally the first pay period of either the fall or spring term. (July for some 12-month faculty including coaches, librarians and counselors)

ii) Eligibility for an SSI:

(1) Current salary is below the SSI maximum for the range

(2) Completion of the equivalent of one (1) academic year or 24 units in a range in the same department since the last SSI

(3) The anniversary date for tenured and probationary faculty is based on the pay period of the original appointment date.

iii) For those hired prior to 2000 and awarded FMIs (Faculty Merit Increases), FMI amounts will not count against SSI eligibility and will be deducted in order to determine SSI eligibility.

iv) A tenured or probationary faculty unit employee who meets other eligibility criteria and has at least one year of qualifying service since either appointment to the range or award of the last SSI in that range would be eligible for an SSI on the employee’s anniversary date in 2017/18.

v) Part-time temporary faculty unit employees in non-academic year appointments (12-month or 10-month) are eligible for an SSI if they have accumulated the equivalent of 0.8 years of service in the same range and department or equivalent unit since the last SSI.

vi) No than October, 2017, HRDI will notify you once your SSI is processed.

(1) Find your rank/range

(2) SSI max salary for academic year appointments under AY/10 month and twelve-month faculty are listed under 12-Month.

b) For department chairs:

i) Individuals in full time department chair assignments, FMI and stipend amounts will be subtracted from the total salary to determine the maximum SSI percentage available on the remainder, which is the instructional faculty base salary. Once determined, that SSI percentage will be applied to the entire original department chair salary, regardless of the SSI maximum for the department chair class.

ii) Individuals with a less than full time department chair time base fraction, FMI and stipend amounts will be subtracted from the total salary to determine the maximum SSI percentage available on the remainder, which is the instructional faculty base salary. The percentage of the SSI received in the instructional faculty assignment will be applied to the entire salary of the department chair assignment, regardless of the SSI maximum for the department chair class.

As of today, most employees have received a GSI and will be able to view the exact amount of their GSI via the portal by taking the following steps.

1) Log in to the Portal,

2) Click the “Titan Online” icon near the top of the page, and

3) Click the “Titan Online” button near the top of the page, and

4) Click the “Compensation History” link under the “My Payroll and Compensation” folder.

5) By clicking on the most recent date under “Date of Change”, the specific amount of your GSI will be viewable.

Staff General Salary Increase (GSI) Update

Based on the Memorandum of Understandings agreed upon between the various staff unions and the CSU, the following are highlights of the upcoming GSI increases:

1) For Fiscal Year 2016/17:

  1. UAPD (Unit 1), CSUEU (Units 2, 5, 7, 9), APC (Unit 4), and SETC (Unit 6)
  2. GSI percentage: 2%
  3. Effective date: June 30, 2017
  4. The GSIs are scheduled to occur the week of July 17, 2017
  5. Employees will see the increases reflected in the July 2017 pay period warrant (issuing on August 1, 2017)

2) For Fiscal Year 2017/18:

  1. SUPA (Unit 8)
  2. GSI percentage: 2%
  3. Effective date: July 1, 2017
  4. The GSIs are scheduled to occur the week of July 17, 2017
  5. Employees will see the increases reflected in the July 2017 pay period warrant (issuing on August 1, 2017)

Academic Student Employees, Unit 11

Based on the Memorandum of Understandings agreed upon between the United Auto Workers Local 4123 and the California State University (CSU) Board of Trustees, the following are highlights of the upcoming GSI increases:

 

For FY 2017/18

1. Effective July 1, 2017

2. 2% GSI applicable to appointees in TA and GA classification

3. An increase of 3% to the minimums and maximums of the TA and GA salary ranges

4. An increase of $0.25 per hour to the individual salary rate of ISA appointees

5. An increase of $0.50 per hour to the minimum and maximum hourly salary rates of all ISA salary schedules

a. If an ISA salary is below the minimum the salary will be increased to the minimum of the range

6. Increases are scheduled to be posted the week of July 17, 2017

7. If the appointment end on or before June 30, 2017 no GSI will be applied

Individual who held Unit 11 appointments in AY 2016/2017 but who are not active or on leave on the date of the GSI are eligible for the GSI at the time of reappointment, if reappointed into the same class and range at the same campus in AY 2017/2018.
